A History of defining the art of advocacy-Brewer, Attorneys and Counselors is a law firm where excellence is the standard.

In 1984, Bill Brewer and John Bickel founded Bickel & Brewer, now known as Brewer, Attorneys & Counselors, a law firm dedicated to aggressively pursuing high-stakes litigation, and winning.

From the beginning, the Firm rejected the accepted rhythms of the Dallas legal establishment. Where others favored restraint and civility, the Firm prepared, pressed, and prevailed. The firm’s success led to expansion and in 1986, Bickel & Brewer opened a New York office and earned the nickname “The Mouse that Roars.” The Firm recruited national top-tier talent and paid accordingly, offering salaries that redefined compensation among elite law firms across the country. While meeting the increased demand for high-stakes representation, the Firm remained committed to leaving no stone unturned, no avenue unexplored, and no risk unanticipated.

To complement the firm’s strategic advantage, the Firm expanded its approach by assembling a variety of experts who would support each matter from start to finish.

In 1990, the Firm launched its in-house Consulting Group, integrating professionals from business, economics, accounting, and technology directly into case strategy. As the line between the courtroom and local and national media began to erode in the early 2000s, the Firm expanded its model to include a Public Affairs Group, comprised of communications, crisis management, and narrative strategy experts who promoted and protected our clients’ stories. Shortly after, the Firm founded its Investigative Group, staffed by professionals with backgrounds in law enforcement, journalism, and government to determine facts critical to shaping cases from the ground up. To further support these efforts, the Firm opened I&A International in Hyderabad, India, drawing on a global talent pool to support complex litigation with greater efficiency and depth.

Litigation, as the Firm practiced it, became a coordinated effort shaped not only by the law but also by the reputational and real-world consequences surrounding every dispute.

Inside the Firm, that same rigor extended to its culture. The standard of tailored suits and perfectly shined shoes became part of the Firm’s identity; a visible expression of the discipline applied to the work itself. Expectations were exacting and matters moved without pause, reflecting the demands and commitment high-stakes litigation requires. The same teams operate on a continuous cadence to this day.

This intensity did not preclude personality but instead drove a collective desire to engage outside of the office. The Firm founded its own competitive crew and jogging clubs, supported many local charities and as a defining act of generosity, adopted the snake collection at the Dallas Zoo – an unconventional gesture, meant to highlight the Firm’s uniquely zealous dedication to its clients.

In 2015, the firm became Brewer, Attorneys & Counselors, and its work grew in scope and visibility, representing clients in matters drawing national attention. The Firm’s cases have since been regularly featured in national publications including The Wall Street Journal, The New York Times, Financial Times, New York Magazine, Bloomberg Law, and other leading outlets. Bill Brewer has spoken at the American Bar Association’s Annual Meeting in San Francisco, CA on the future of billing practices and continues to write and speak on the business of law.

Since its founding, the Storefront has endeavored to make sophisticated legal advocacy available to those who need it most.

Established in 1995, the Storefront’s roots trace back to the heart of South Dallas, nestled between a pizza place and a local barbershop on Martin Luther King Jr. Boulevard. Staffed by firm volunteers, the MLK office focused exclusively on its pro bono civil matters and welcomed those in the community to walk in and seek advice about issues that mattered to them.

However, the Storefront ‘s sweet-spot was always handling high-impact public-interest litigation, advancing cases that shaped legal precedent and drove long-term change in the community. Its work is not ancillary to the Firm’s practice but embedded within it. Every professional at the Firm contributes to the Storefront, reinforcing a culture in which advocacy is both a discipline and a responsibility.

Past Storefront impact includes securing meaningful reforms on behalf of wheelchair athletes competing in the New York City Marathon, challenging practices that limited equal access to competition, media coverage, and the finish line. The resulting changes established a dedicated division and expanded opportunities for disabled athletes—reforms that remain in place today.

The Storefront also successfully challenged unconstitutional immigration ordinances enacted by the City of Farmers Branch, Texas, securing recognition at the Texas Lawyer Litigation Department of the Year Awards in 2015. Its broader impact has been recognized by leading legal and community organizations, including the American Bar Association, the Pro Bono Institute, and the Dallas Bar Association.

Recently, the Storefront launched the Texas Voting Rights Initiative, a statewide effort to ensure school boards comply with the Voting Rights Act.

The Brewer Foundation, established in 1995, is dedicated to expanding access to education, mentorship, and advocacy to young people across the globe. The Foundation invests in the development of future leaders, equipping students to think critically and develop the leadership skills to bring about change in their communities.

Central to this mission is the Future Leaders Program (FLP).  Launched in 2001, FLP provides a rigorous, year-long academic and leadership initiative, bringing together students from Dallas ISD’s public schools and pairing them with public and private school educators and mentors from across Dallas. The program prepares participants for college and beyond, with a focus on disciplined, structured and accountability.

Recognized at its inception in 2001 by the Texas State Board of Education and the Texas Governor’s Office, FLP has become a national model of public-private partnerships. In May 2023, the FLP was awarded the Emmett J. Conrad Extra Mile Award during the Dallas Independent School District “State of the District” annual celebration for its “outstanding ongoing support of Dallas ISD.”

The Foundation’s impact reverberates today. In April 2026, the Miami Dolphins star team captain and FLP alum, Aaron Brewer, became a major sponsor of the Foundation, matched in part by the Miami Dolphins team. This incredible support by one of FLP’s own underscores the program’s enduring influence.

The Foundation’s global reach is reflected in the International Public Policy Forum (IPPF), which began in 2001in partnership with New York University. As the only competition of its kind, IPPF convenes high school students from around the world to engage in sustained written and oral debate focused on complex questions of public policy. Participants confront issues ranging from climate change to the crisis in global education, refining their arguments alongside their capability to engage across perspectives and borders.

Together, FLP and IPPF reflect a core belief of the Firm: that the ability to advocate – to analyze, articulate, and persuade – is possible for every student.

The Firm’s commitment to public contribution extends beyond education. In January 2022, the Brewer Foundation commissioned a commemorative work for the 20th anniversary of September 11, now on display at the National September 11 Memorial & Museum. The sculpture YZKAR, by artist Tobi Kahn, incorporates bronze casts of the last recovered steel from Ground Zero—a permanent tribute to loss, resilience, and collective memory.

Whether dismantling a corporate giant in trial, defending a voter’s rights in South Dallas, or shaping the mind of a high school debater, the Firm’s mission remains the same: to pursue the principled path with relentless, unapologetic advocacy.
